Ways to Save: Assistance Programs
We work hard to provide safe, quality drinking water at a fair and reasonable rate. We know that’s not always enough though.
That's why we offer assistance programs to help income-eligible customers with the cost of their water bills.
Homestead Program
The Homestead Program offers a lower fixed charge and consumption rate. To qualify, customers must meet the following criteria:
- Be 65 years or older, or totally and permanently disabled;
- Own and live at the service address; and
- Have a total household income at or below current income guidelines.

Water Affordability Program
The Water Affordability Program administered by CHN Housing Partners offers a 40% discount on water bill charges. To qualify, customers must:
- Own and live at the applying service address; and
- Have a total household income at or below 200% of the federal poverty guidelines.

Low-Income Household Water Assistance Program
The Low Income Household Water Assistance Program (LIHWAP) is a new, federally funded assistance program only available until September 30, 2023.
LIHWAP helps low-income families experiencing hardship with water and sewer bills, particularly those who have been disconnected or are facing disconnection. Customers with a household income at or below 175% of the federal poverty guidelines are eligible to receive a one-time benefit of up to $750 for water bills and $750 for sewer bills.
Cuyahoga County residents can apply via CHN Housing Partners or Step Forward. Residents in other counties in our service area can apply via their respective community action agencies (Geauga County Job & Family Services, Community Action Wayne/Medina, or Community Action Akron Summit).
Plumbing Repair Program
Our Plumbing Repair Program is also administered by CHN in conjunction with their Home Energy Efficiency Services to assist renters and homeowners with lowering energy use.
Services performed as part of this program can include water heater replacement or repair, pipe wrapping and repair, and water conservation equipment All improvements are provided based on income qualifications and a home energy inspection.
